Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of contrasting events captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: optimistic declarations are issued from multiple capitals. Considerable effort is devoted on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capability afforded by timely intelligence. From witness perspectives, defense planes that had been scrambled to counter approaching aerial threats roared overhead – sophisticated military planes provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every firing shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: maybe the approaching threat won't cause damage this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Following this, a automatic firearm engaged a aerial vehicle close by, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.
Intermittently, this continued until dawn. Kyiv faced the morning news: several casualties, damage and infrastructure problems in many homes as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on Western support – a dependence that regional partners are evidently unprepared to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a principle understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is impossible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, American administration does little to deter Moscow, through words or deeds, from believing that the situation will not change more in its benefit in the coming year.
Divergent Views
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but preventing a total frontline collapse until situations evolve in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a just a single week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.
While new initiatives based on old ideas are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
