Conflict-ravaged Myanmar Votes in Widely Criticised 'Sham' Election.

Myanmar's junta is conducting a phased vote over the next month.

Myanmar is going to the polls in a vote widely dismissed as a farce, with major political parties banned, numerous figures imprisoned and a significant portion of the country unable to participate because of an continuing internal conflict.

A Phased Ballot Amid War

The military government is conducting a phased ballot nearly half a decade after it took control in a coup, which ignited widespread opposition and escalated into a devastating conflict.

Analysts note the junta, with China's support, is attempting to validate and entrench its power as it looks for a way out of the costly stalemate.

"There are no conditions for the exercise of the freedoms of freedom of expression, assembly or peaceful protest," UN High Commissioner for Human Rights Volker Türk said.

Over two hundred people have been charged for interfering with or opposing the election under a new law which carries harsh penalties, including the death penalty.

Director Mike Tee, actor Kyaw Win Htut and comedian Ohn Daing were among the well-known individuals convicted under the law, which was passed in July. They were each handed a seven-year jail term after speaking out against a promotional video endorsing the elections.

Immense Challenges and Pressure

Civilians are "being coerced from all sides," Mr Türk noted in a statement, adding that armed rebel groups have issued their own threats urging people to shun the polls.

The military has been fighting on multiple battlefields, against both pro-democracy fighters who reject the coup, as well as ethnic armed organisations which have their own militias. It ceded territory of vast areas of the country in a string of defeats, but regained territory this year following sustained aerial bombardment made possible through support from China and Russia.

All of this and the fact that significant regions of the country are still under opposition control presents a huge operational hurdle for holding an election.

A Limited Vote

Voting is set to take place in three phases over the next month in two hundred and seventy-four of the country's three hundred and thirty townships, with the rest deemed too unstable. Outcomes are expected by late January.

There is unlikely to be any voting in up to fifty percent of the country. Even in the townships that are voting, not all constituencies will go to the polls, making it challenging to predict a possible turnout.

Six parties, including the military-backed Union Solidarity and Development Party, are fielding candidates nationwide, while dozens more parties and independent candidates will compete only at the state or regional levels.

Approximately forty groups, including Aung San Suu Kyi's National League of Democracy, which achieved landslide victories in 2015 and 2020, have been banned. Suu Kyi and many of the party's senior figures have been jailed under charges widely condemned as fabricated, while others are in exile.

International Condemnation

"By splitting the vote into phases, the authorities can change their approach if the results in the initial round do not go their way," noted Htin Kyaw Aye, a representative of the watchdog group Spring Sprouts.

Nations in the West, including the United Kingdom and the EU legislature, have rejected the vote as a pretence, while regional bloc Asean has called for negotiations to come before any election.

The Myanmar regime has dismissed criticism of the polls, insisting that it aims to "return [the country] to a democracy with multiple parties".

"The election is being held for Myanmar. It is being held for the citizens of Myanmar. It is not intended for the international community," a junta spokesman told a news conference last week.

Military leader Min Aung Hlaing cautioned earlier this week that those who refuse to vote are turning their back on "the path to democracy".
