The protective shield covering the Chernobyl nuclear reactor within Ukraine has lost its primary safety function of containing radioactive material, as announced by the International Atomic Energy Agency (IAEA). This failure follows a drone strike earlier this year that blew a hole in the protective shell.
Structural Compromise from Aerial Attack Compromises Containment Structure
An attack by an unmanned aerial vehicle in February caused a breach in the so-called “New Safe Confinement” arch. This massive shield, built at a cost of €1.5bn and completed in 2019, was intended to seal off radioactive material for decades. An IAEA assessment mission confirmed that the strike had degraded the structural integrity of the steel confinement.
The [protective structure] had lost its primary safety functions, including the confinement capability, said IAEA director general Rafael Grossi. He added that inspectors found no permanent damage to key support structures or monitoring systems.

The initial 1986 explosion at Chornobyl – which occurred when Ukraine was a republic within the Soviet Union – spewed radiation over much of Europe. During a frantic response, Soviet authorities built a concrete “sarcophagus” over the damaged reactor, but it had a 30-year lifespan. The new confinement was erected to allow for the eventual dismantling of the old sarcophagus, the damaged reactor building, and the molten fuel itself.

Although limited repairs have been carried out, agency officials stressed that comprehensive restoration is absolutely necessary. This is needed to stop additional deterioration and to guarantee long-term nuclear safety. Officials in Ukraine previously reported that a unmanned aircraft armed with a high-explosive warhead struck the plant, igniting a blaze and compromising the protective cladding.
